You can not use the $3/1 Starter kit with the B1G1. BUT you can use the $1/1 Mist Refill coupon (on coupons.com) with the B1G1.

It depends what store you go to , Limit of 4 Identical Coupons Per Household Per Day is stated in Target’s coupon policy, as for Walmart I am unsure hope that helps.
